COTABAO CITY, Philippines – July 23, 2025 – In the pursuit of supporting the enhancement of meaningful participation and leadership of women and girls in the Bangsamoro region within conflict prevention, peacebuilding, and governance, Transforming Fragilities Inc.’s (TFI) Executive Director, Ahmed Harris “Tommy” Pangcoga, provided technical support in strengthening the capabilities of the Bangsamoro Women’s Commission (BWC) in delivering effective and meaningful MEAL accompaniment to the Bangsamoro Regional Action Plan on Women, Peace, and Security (BRAPWPS) 2023-2028. Mr. Pangcoga not only developed the new Monitoring, Evaluation, Accountability, and Learning (MEAL) Guidelines for the BRAPWPS 2023-2028, but also provided crucial MEAL technical support for its implementation by BWC, which included a 3-day MEAL Guidelines Rollout Workshop. Both the development of this MEAL document and the ongoing technical support provided are supported by the United Nations Development Programme (UNDP) Philippines.

The intensive rollout workshop gathered key staff from the Bangsamoro Women Commission (BWC), led by its chairperson, Hja. Bainon G. Karon, was held from July 20-22, 2025. It sought to foster a shared understanding of the new MEAL Guidelines, build capacity in applying MEAL concepts and tools, and collaboratively initiate the development of the BRAPWPS MEAL Framework and annual MEAL Plan.

Participants engaged deeply in activities designed to clarify roles and promote a culture of results-based management that not only encompasses the existing performance-based MEAL, but also change-based MEAL, which is necessary for such strategic plans as the BRAPWPS.

Mr. Pangcoga noted, “The workshop was incredibly insightful, confirming many of the systemic challenges we highlighted in the MEAL Guidelines document itself. It’s clear that while there’s strong commitment, the path to robust results-based MEAL requires a strategic, multi-faceted approach.”

This strategic roadmap aims to transform the current challenges into a realistic and impactful journey towards a robust, results-based MEAL system for the BRAPWPS, fostering genuine understanding and integration across BARMM MOAs.
