Lack of data or of the quality of data (if available) and the absence of clear understanding of the local context in analyzing differences in data are two of the main gnawing reasons why crucial programs and interventions are difficult to design in vulnerable areas. When programs are somehow put in place, failure in the measurement of the genuine success of the programs pose problems. In effect, poor life conditions persist. Lasting peace remains elusive.
