𝐓𝐅𝐈 𝐂𝐎𝐍𝐃𝐔𝐂𝐓𝐒 𝐂𝐎𝐌𝐏𝐑𝐄𝐇𝐄𝐍𝐒𝐈𝐕𝐄 𝐄𝐍𝐃𝐋𝐈𝐍𝐄 𝐄𝐕𝐀𝐋𝐔𝐀𝐓𝐈𝐎𝐍 𝐈𝐍 𝐙𝐀𝐌𝐁𝐎𝐀𝐍𝐆𝐀 𝐂𝐈𝐓𝐘

ZAMBOANGA CITY – The Philippine Red Cross (PRC) Green Livelihood Project has officially entered its crucial final evaluation phase. The Endline Survey is taking place from June 12 to 29, 2026, in several barangays to assess the long-term impact of the initiative, gather feedback from stakeholders, and document stories of transformation in the communities. The field activities are being conducted in the barangays of Dita, Taluksangay, Mampang, Bolong, Panubigan, Baluno, and La Paz to assess the overall effectiveness of the project. The evaluation intends to collect both qualitative and quantitative data that reflect the real socio-economic and environmental changes for local beneficiaries.

The large-scale field testing is carried out by Transforming Fragilities, Inc. (TFI). The TFI consultancy team is headed by technical leads Prof. Elsie Villanueva and Mr. Jimmy Dalgan, facilitated by the project officer Mr. Norben Tampal, and assisted by field FGD and KII facilitator Ms. Saudia Danih. The team is working closely with a broad spectrum of stakeholders to ensure a holistic and well-rounded evaluation. These stakeholders include the Philippine Red Cross (PRC) Zamboanga City Chapter, the Spanish Red Cross, the Office of the City Environment and Natural Resources (OCENR), the Municipal Disaster Risk Reduction and Management Office (MDRRMO), local community stakeholders, enumerators, and the project beneficiaries themselves.

The evaluation uses a multi-faceted methodology to generate rich qualitative community insights, rather than relying solely on traditional statistics. On 16-17 June, the team carried out specialized Most Significant Change (MSC) case studies to systematically collect and identify powerful personal stories of transformation from the beneficiaries. This was followed by a project debriefing on June 18 at the PRC Zamboanga City Chapter to review the initial field observations and alignments.

Moreover, an Outcome Harvesting workshop was conducted on June 19 at Kape Zambo, Paseo del Mar, to identify and verify the unintended and intended outcomes of the green interventions. The supervisors and enumerators are facilitating continuous Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) from 15th to 29th June to have deep-dive community feedback.

Active fieldwork is planned to conclude on 29 June, after which the Green Livelihood Project will enter the final reporting phase. The consultancy team will be focused on data consolidation, thorough analysis, and stakeholder validation from June 30 to July 31, 2026. A comprehensive endline evaluation report will be produced during this period. The document will be a definitive blueprint that will highlight the lessons learned and successes of the Green Livelihood Project to guide future interventions on sustainable development and climate-resilient livelihoods in the region.
