COTABATO CITY โ Transforming Fragilities, Inc. (TFI) in partnership with the United Nations Development Programme (UNDP) and the United Nations Office for Project Services (UNOPS), successfully organised an intensive two-day internal Pre-Inception Workshop for the EU4BARMM project on June 4 to 5, 2026.

This strategic session provided a crucial analytical bridge connecting the initial diagnostic scoping phase to upcoming participatory co-design sessions with regional BARMM stakeholders. The internal project team synthesized evidence collected on the ground and cross-checked it against the baseline parameters of the Partnership for Peace and Development for Mindanao (PPDM) ProgrammeโEU4BARMM and the provisions of the approved programme design to create a robust framework for the next steps in the project.

The workshop concentrated on improving the intervention logic for the two main thematic streams of the project: Public Financial Management (PFM) and the Justice Sector Reform. Given the regionโs evolving governance and development context, the project team undertook a rigorous mapping exercise to review and validate the scoping study findings against the approve programme framework. The exercise assessed the continued relevance and feasibility of the proposed interventions and generated evidence-based recommendations to inform the refinement of the Theory of Change, Results Framework, and overall programme architecture.

The deliberate approach in the exercise will enable the forthcoming Main Inception Workshop to provide BARMM ministries, offices, agencies, and other stakeholders with a structured basis for meaningful consultation, validation, and collaborative co-design.

During the working sessions, participants would routinely update the main risk register of the project to reflect sudden political economy shocks, which were not captured in the original Description of Action (DoA) document. By running the freshly refined project logic and prioritized interventions against these particular risk scenarios, the team was able to pinpoint critical vulnerabilities and develop workable, realistic mitigation strategies to maintain operational continuity amid external volatility.

The pre-inception workshop wrapped up with immediate, actionable outcomes. In a final push, participants collaborated on the spot to directly edit the proposed PPDM Inception Workshop design, successfully finalizing both the dates and the venue for the highly anticipated upcoming gathering.
