DAVAO CITY โ€” A significant milestone in the journey toward inclusive governance in the Bangsamoro region was reached as stakeholders gathered for the BGEWE Agenda Prioritization and Visioning Workshop. Held from April 21-23, 2026, at the Blue Lotus Hotel, this event serves as the foundational step in developing the Bangsamoro Gender Equality and Women Empowerment (BGEWE) Plan.

The workshop is the first in a comprehensive series of sectoral and geographical consultations designed to ensure the BGEWE Plan reflects the genuine needs and aspirations of women across the BARMM. Earlier, TFI signed a consultancy agreement with BWC as the service provider to facilitate the development of the BGEWE Plan.

Collaborative efforts led by the Bangsamoro Women Commission (BWC) fueled this initiative, with Transforming Fragilities, Inc. (TFI) serving as the service provider to facilitate the planโ€™s development.

Led by facilitator Mr. Harris Ahmed R. Pangcoga, the three-day session brought together a diverse group of women leaders from government, development sector, and the academe to define priority agendas and craft a collective vision for the region’s future.

Participating organizations included:
BARMM Ministries & Offices: The Ministry of Health (MOH), Ministry of Social Services and Development (MSSD), Ministry of Public Order and Safety (MPOS), Ministry of the Interior and Local Government (MILG), Ministry of Basic, Higher, and Technical Education (MBHTE), and the Bangsamoro Human Rights Commission (BHRC).

International Partners: Personnel from UN Women, the United Nations World Food Programme (WFP), and the United Nations Development Programme (UNDP).

Civil Society & Grassroots Organizations: Strong representation from groups such as UNYPHIL Women, WEACT 1325, the Bangsamoro Islamic Women Auxiliary Brigade (BIWAB), Women of Rajah Mamalu Descendants (WORMD), and the MNLF Women Grocery Ownersโ€™ Association, among many others.

Academia: Academic insights were provided by representatives from Mindanao State Universityโ€“Maguindanao.

Beyond being a policy document, the BGEWE Plan stands as a roadmap for empowerment. By involving grassroots associations and diverse stakeholders, the process ensures that even the most marginalized voices are heard. Setting a high standard for collaboration, this workshop ensures that the development of the BGEWE Plan remains a community-driven endeavor.
