Judy Ann A. Lubiano is a feminist monitoring, evaluation, and learning (MEL) practitioner and project management professional with a strong background in gender equality, human rights, peacebuilding, and democratic strengthening. She is described as a graduate student specializing in gender and religious nationalism in the Philippines, and her academic background includes expertise in feminist research and critical masculinity studies. She has a Master of Arts in Political Science from the University of the Philippines-Diliman, where she completed her coursework and passed comprehensive exams in October 2019. Her undergraduate thesis at the University of Southern Mindanao was a phenomenological study on the lived experience of Moro dissidents in the Southern Philippines.

Ms. Lubiano has extensive experience in qualitative research methods, including administering semi-structured and participatory data collection with adults and young people. She has served as a Research Co-lead and Data Collection Manager for Transforming Fragilities Inc., where she wrote research proposals and reports for projects on child, early, and forced marriages, as well as evaluations for Oxfam Philippines. Her work has a deep geographic and cultural focus on the Central Mindanao region and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). She has worked on projects in conflict-affected areas, providing expertise on issues such as child marriage and peacebuilding.
