Mr. Dalgan is a graduate of Bachelor of Science in Agricultural Engineering (BSAE) from the Mindanao State University-Maguindanao Campus and a holder of a Certificate in Governmental Management (CGM) from the Mindanao State University Main Campus. He is a seasoned development worker with more than 27 years of demonstrated experience in program management and project implementation of agriculture, social enterprise, child protection, DRR, SIAD, WASH, biodiversity, and conservation-based initiatives. He served as Project Officer of Kadtuntaya Foundation, Inc. (KFI) from 1999 to 2015 and as Project Manager of Maguindanaon Development Foundation, Inc. (MDFI) from 2016 to the present.
