Cotabato City – Building on the success of its Phase 1 training, conducted by Transforming Fragilities Inc. (TFI) for the Office of the Bangsamoro Mujahideen under Special Circumstance (OBMUSC) in General Santos City on June 14โ16, which focused on foundational knowledge and practical skills essential for effective program oversight and monitoring and evaluation (M&E), the TFI facilitation team led by Executive Director Ahmed Harris Pangcoga, with support from MERL Associate Princess Balinte-Malaguial and Program Associate Jaf Abdulwahab implemented a rigorous three-day Phase 2 M&E Training Workshop on Data Collection, Consolidation and Analysis.

This second phase emphasized specific skills-building related to data management for systems integration to further enhance the MEAL capacity of OBMUSC staff. The training enhanced participantsโ understanding of data management and its practical applications, equipping them with the necessary competencies for evidence-based planning, implementation, reporting, and adaptive programming to strengthen accountability.

This capacity-building effort is vital to the success of OBMUSCโs subsidy program, as M&E serves as the backbone of effective public service delivery. It enables the office to track progress, assess tangible outcomes, and most importantly, ensure accountability to its beneficiaries. With its strengthened M&E system, OBMUSC is now better positioned to make data-driven decisions that refine programs and maximize positive change in the communities it serves.

This ongoing partnership is one of several important collaborations where TFI’s expertise in MEAL is crucial for helping to create responsible and strong institutions in the Bangsamoro region, which helps build a system of governance in BARMM that is integrated, clear, and focused on results. TFI remains steadfast in advancing evidence-based governance in the Bangsamoro. It continues to extend technical assistance to select Bangsamoro Ministries, Offices, and Agencies (BMOAs), reflecting its sustained commitment to strengthening institutional effectiveness, accountability, and adaptive governance.
