COTABATO CITY β Transforming Fragilities, Inc. (TFI) is officially soft-launching its two landmark community peacebuilding manuals, βBELALA SA KALILINTAD (Weaving Peace): A Grassroots Training Manual on Hybrid Local Mediationβ and βTIYAKAP SA KALILINTAD (Care for Peace): A Training Manual on Community-Based Early Warning and Early Response (EWER)β to promote proactive conflict prevention and sustainable grassroots reconciliation.
The modules were developed in partnership with UN Women, with generous support from the Womenβs Peace and Humanitarian Fund (WPHF). They are thoughtfully crafted to meet the specific social context of the Bangsamoro Autonomous Region in Mindanao (BARMM). The initiative builds skills for local leaders, womenβs peace committees, youth, and traditional elders, providing a common framework to de-escalate tensions before violence takes root.
Traditional resolution of grassroots disputes (from localized family feuds (rido) to complex land boundary contentions) in BARMM follows two independent tracks: the traditional approach handled by tribal or religious elders and the state approach governed by the Barangay Justice System (Katarungang Pambarangay) and statutory courts. Customary methods, while culturally legitimate, lack formal legal mechanisms for ensuring long-term compliance, as they are based on restoring clan honor. But strong state legal mechanisms can also humiliate a clan inadvertently and can risk further polarization and retaliation rather than true reconciliation.
TFIβs soft launch addresses this gap through a βhybrid solutionβ in the form of two specific toolkits:
BELALA SA KALILINTAD (Weaving Peace): Developed by module developer Mr. Ahmed Harris R. Pangcoga, this manual combines the deep cultural legitimacy of ancestral resolution with the legal enforceability of formal governance. It equips grassroots mediators with more sophisticated mediation process flows, active listening, and conflict analysis tools so they can structure settlements that resolve the root structural drivers of friction.

BELALA SA KALILINTAD (Weaving Peace)
TIYAKAP SA KALILINTAD (Care for Peace): This module focuses on the critical window before a conflict ignites. It transforms community members into a “Human Radar,” training them to notice environmental, social, and economic indicators of stress, verify sensitive information safely, and initiate prompt, localized de-escalation.
This community-led peacebuilding framework resolves conflicts by utilizing trusted local mediators who look past rigid public demands to address fundamental human needs like safety, honor, and survival. Rather than relying on detached outsiders, the model embraces insiders who advocate for all sides, while community monitors actively watch for subtle shifts in daily life to catch tensions early and prevent the spread of damaging rumors through strict source verification. When friction does arise, peace advocates use quiet, informal diplomacyβsuch as private home visitsβto de-escalate the situation, reserving a structured referral pathway to traditional elders and local officials only when dangerous lines are crossed.
The ultimate objective of Belala sa Kalilintad and Tiyakap sa Kalilintad is to institutionalize sustainable, community-owned peace and security mechanisms across the BARMM. Rather than creating a dependency on external enforcement agencies, these modules empower the community to take direct, non-violent ownership of their local environment.
By formalizing tools like the Barangay EWER Plan and securing agreements that carry the combined weight of cultural honor and legal enforceability, the soft launch lays down a permanent foundation for conflict prevention. Moving forward, Transforming Fragilities, Inc. and its international partners remain dedicated to rolling out these modules extensively, ensuring that every grassroots community is equipped with the foresight to care for peace and the skills to weave a stable, collaborative future.
