COTABATO CITY โ The European Union (EU)-funded Support to Bangsamoro Transition (SUBATRA) Programme, implemented by UNOPS, recently supported the conduct of a comprehensive baseline study for the Partnership for Peace and Development in Mindanao (PPDM): Good Governance in BARMM initiative.

Commissioned to establish an evidence-based reference point for programme implementation, the study aims to assess existing institutional capacities in Public Financial Management (PFM) and the Tri-Justice system. The findings will inform targeted interventions and enable systematic measurement of progress throughout the programme lifecycle.

From February 9 to 13, a technical team engaged through Transforming Fragilities, Inc. (TFI) conducted a series of data collection activities. These included consultations with key regional stakeholders such as the Bangsamoro Women Commission (BWC), the Bangsamoro Development Agency (BDA), UnYPhil-Women, and the Kadtabanga Foundation for Peace and Development Advocates. Focus Group Discussions (FGDs) were also held with representatives from the youth sector and the MILF Social Welfare Committee (Women), ensuring diverse perspectives were captured.

โEstablishing a factual point of departure is critical for the success of any transitional policy,” noted Ahmed Harris R. Pangcoga, TFI Executive Director and baseline team member. “By systematically documenting the current landscape, the Bangsamoro government and its partners can ensure that interventions are not only responsive but also deeply rooted in the lived realities of the communities they serve.โ

This baseline study contributes to SUBATRAโs ongoing efforts to support institutional strengthening within the Bangsamoro Government. The findings will serve as an important benchmark for tracking progress and guiding implementation throughout the PPDM programme lifecycle.
