Cotabato City โ Transforming Fragilities, Inc. (TFI) has been awarded three major consultancy contracts in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), marking a significant milestone in the organizationโs contribution to evidence-based policy, inclusive development, and knowledge generation.

These awards reflect the growing confidence of BARMM institutions in TFIโs technical expertise, research capacity, and commitment to development work grounded in local realities.
Strengthening Economic and Transition Policies with BPDA two of the contracts were awarded by the Bangsamoro Planning and Development Authority (BPDA). The first engagement focuses on exploring the intersection of barter trade, halal practices, and Islamic financing. Through an intersectional analysis, the study will identify opportunities and challenges in leveraging these systems for inclusive economic growth. This research is expected to shape policy discussions on alternative economic models that are both culturally responsive and sustainable.

The second BPDA commission involves the preparation of the Bangsamoro Transition Report (BTR) 2019โ2025. The BTR will serve as a definitive reference for policymakers and development partners, capturing the key milestones, lessons learned, and strategic insights gained during the region’s critical transition period.
Advancing Gender Justice with MSSD The third consultancy, awarded by the Ministry of Social Services and Development (MSSD), focuses on in-depth research regarding Manobo women in the Special Geographic Area (SGA). This study is the second TFI project under the Bangsamoro Womenโs Studies for Institutional and Legislative Reforms and Advocacies (BASIRA) initiative.
This research builds on TFIโs 2025 BASIRA study of Sama women in Sulu and Tawi-Tawi. Together, these studies strengthen the evidence base for gender-responsive and culturally sensitive reforms, ensuring the diverse experiences of Bangsamoro women are represented in regional legislation and programming.

To finalize the partnerships, both BPDA and MSSD conducted post-qualification meetings at the TFI office in November and December 2025. These sessions aligned technical approaches and reinforced the collaborative spirit necessary for the successful implementation of these projects.
Through rigorous analysis and inclusive methodologies, TFI remains dedicated to supporting BARMM institutions and communities in their pursuit of lasting peace, development, and social transformation.
