Cotabato City, Philippines โ Transforming Fragilities, Inc. (TFI) has been actively engaged in developing the operational guidelines for the iProtect Program, also known as the Bangsamoro iProtect Case Management System (iProtect EV). TFI was commissioned by the United Youth of the Philippines (UnYPhil)-Women for this task. The iProtect Program is a digital platform developed by the Ministry of Social Services and Development (MSSD) in partnership with UnYPhil-Women and supported by the United Nations Population Fund (UNFPA).
The BARMM iProtect System is a critical digital platform designed to enhance the reporting, management, and response mechanisms for cases of Violence Against Women and Children (VAWC), Gender-Based Violence (GBV), Child Protection (CP), and other social welfare concerns within the Bangsamoro region. Its core objectives include establishing systematic data storage and processes, strengthening reporting mechanisms, and providing reliable data for efficient and comprehensive responses across multi-sectoral and inter-agency service providers. The system is envisioned to operate both online and offline.
The development of these crucial guidelines is led by Ms. Alexis Sarah Lynn B. Acosta, a seasoned professional from TFIโs pool of experts and a data systems specialist. Her extensive experience, which includes over six years developing and implementing data management systems for marginalized communities with the Provincial Government of South Cotabato, has been instrumental in shaping the iProtect Operational Guidelines. Ms. Acosta is supported by Mr. Dissa Guiam, TFI’s Technical Associate.
Over the past two months, a series of intensive online and face-to-face meetings and reviews have been held among the parties to finalize the Guidelines. This collaborative effort ensures that the operational framework is comprehensive, practical, and aligns with the system’s objectives of delivering timely and relevant services while upholding the dignity and rights of marginalized, disadvantaged, and underserved individuals, families, and communities in Bangsamoro. The finalized guidelines are expected to establish step-by-step workflows for each user role, detail technical and security requirements, clarify accountability lines, and provide instructions for system maintenance and incident reporting. This rigorous development process is vital to ensuring the iProtect System’s effective and compliant operation, which is expected to launch later this year, ultimately enhancing protective services and social welfare interventions across BARMM.
