Davao CityโAhmed Harris โTommyโ Pangcoga, Executive Director of Transforming Fragilities, Inc. (TFI), recently served as the lead resource person and workshop facilitator for the Data Compendium Development Workshop organized by the Ministry of the Interior and Local Government (MILG) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The workshop, held in Davao City from June 26 to June 30, 2025, marks the first phase of a four-phased initiative spearheaded by the MILG Planning Division to strengthen evidence-based governance and data-driven decision-making in the BARMM.
The workshop brought together key MILG officials, technical staff, and planning officers to address longstanding gaps in data management and to lay the foundation for a comprehensive Data Compendium. Pangcoga guided participants through good practices in data collection, analysis, and visualization, emphasizing the need for a system that supports both compliance with external reporting requirements and the ministryโs own strategic planning.
โItโs crucial that the data we collect goes beyond fulfilling reporting mandates. It must empower the ministry to make informed decisions, adapt programs, and demonstrate impact to both the Bangsamoro Parliament and the communities we serve,โ Pangcoga said during the workshop.
Participants worked collaboratively to map existing data sources, identify gaps, and draft the initial structure of the compendium, which is envisioned to become a central repository for key performance indicators and program outcomes. The session also highlighted the importance of balancing performance-based metrics with change-based indicators that reflect the real-world impact of MILGโs interventions.
The Data Compendium Development Workshop sets the stage for the next phases of the initiative, which will focus on refining the compendium, institutionalizing monitoring and evaluation policy guidelines, and integrating more advanced outcome and impact measurement systems. The Planning Divisionโs leadership in this effort reflects MILGโs commitment to building a culture of accountability and adaptive governance in BARMM.
